Pradhan Mantri Awas Yojana – Urban (PMAY-U), a flagship Mission of Government of India being implemented by Ministry of Housing and Urban Affairs (MoHUA), was launched on 25th June 2015. The Mission addresses urban housing shortage among the EWS/LIG and MIG categories including the slum dwellers by ensuring a pucca house to all eligible urban households by the year 2022, when Nation completes 75 years of its Independence. PMAY(U) adopts a demand driven approach wherein the Housing shortage is decided based on demand assessment by States/Union Territories. State Level Nodal Agencies (SLNAs), Urban Local Bodies (ULBs)/ Implementing Agencies (IAs), Central Nodal Agencies (CNAs) and Primary Lending Institutions (PLIs) are main stakeholders who play an important role in implementation and success of PMAY(U).

The Mission covers the entire urban area consisting of Statutory Towns, Notified Planning Areas, Development Authorities, Special Area Development Authorities, Industrial Development Authorities or any such authority under State legislation which is entrusted with the functions of urban planning & regulations. All houses under PMAY(U) have basic amenities like toilet, water supply, electricity and kitchen. The Mission promotes women empowerment by providing the ownership of houses in name of female member or in joint name. Preference is also given to differently abled persons, senior citizens, SCs, STs, OBCs, Minority, single women, transgender and other weaker & vulnerable sections of the society. A PMAY(U) house ensures dignified living along with sense of security and pride of ownership to the beneficiaries.

PMAY(U) adopts a cafeteria approach to suit the needs of individuals based on the geographical conditions, topography, economic conditions, availability of land, infrastructure etc. The scheme has hence been divided into four verticals as given below:

Housing For All Plan of Action (HFAPoA)
Housing For All Plan of Action is demand of housing by eligible beneficiaries in the city along with the interventions selected out of four verticals of the guidelines.
These verticals are:
  1. In situ" Slum Redevelopment (ISSR)
  2. Credit Linked Subsidy Scheme (CLSS)
  3. Affordable Housing in Partnership (AHP)
  4. Beneficiary-led individual house construction or enhancement (BLC)
Based on HFAPoA and availability of resources, each city will prepare Detailed Project Report (DPRs) under each component of the Mission except CLSS. Out of 50 ULBs in Jharkhand, till date HFAPoA is prepared for 45 ULBs (Cities) and approved by Govt. of India except newly created ULBs. Housing demand is dynamic process and increasing in ULBs as per requirement.

'In-situ' Slum Redevelopment (ISSR)

Central Assistance of Rs. 1 lakh per house is admissible for all houses built for eligible slum dwellers under the component of ISSR using land as Resource with participation of private developers. After redevelopment, de-notification of slums by State/UT Government is recommended under the guidelines.

Flexibility is given to States/Cities to deploy this Central Assistance for other slums being redeveloped. States/Cities provide additional FSI/FAR or TDR to make projects financially viable. For slums on private owned land, States/Cities provide additional FSI/FAR or TDR to land owner as per its policy. No Central Assistance is admissible in such case.

Credit Linked Subsidy Scheme (CLSS)

Beneficiaries of Economically Weaker Section (EWS)/Low Income Group (LIG), Middle Income Group (MIG)-I and Middle Income Group (MIG)-II seeking housing loans from Banks, Housing Finance Companies and other such institutions for acquiring, new construction or enhancement* of houses are eligible for an interest subsidy of 6.5%, 4% and 3% on loan amount upto Rs. 6 Lakh, Rs. 9 Lakh and Rs. 12 Lakh respectively. The Ministry has designated Housing and Urban Development Corporation (HUDCO), National Housing Bank (NHB) and State Bank of India (SBI) as Central Nodal Agencies (CNAs) to channelize this subsidy to the beneficiaries through lending institutions and for monitoring the progress. The scheme for MIG category has been extended upto 31st March, 2021.

The CLAP portal has significantly contributed towards streamlining processes under CLSS vertical which has also facilitated the Ministry in reducing in grievances.

Affordable Housing in Partnership (AHP):

The Third component of the mission is affordable housing in partnership. This is a supply side intervention. The Mission will provide financial assistance to EWS houses being built with different partnerships by States/UTs/Cities.

  • To increase availability of houses for EWS category at an affordable rate, States/UTs, either through its agencies or in partnership with private sector including industries, can plan affordable housing projects. Central Assistance at the rate of Rs.1.5 Lakh per EWS house would be available for all EWS houses in such projects.
  • The States/UTs would decide on an upper ceiling on the sale price of EWS houses in rupees per square meter of carpet area in such projects with an objective to make them affordable and accessible to the intended beneficiaries. For that purpose, State and cities may extend other concessions such as their State subsidy, land at affordable cost, stamp duty exemption etc.
  • The sale prices may be fixed either on the project basis or city basis using following principles;

  • An affordable housing project can be a mix of houses for different categories but it will be eligible for central assistance, if at least 35% of the houses in the project are for EWS category and a single project has at least 250 houses. CSMC, however, can reduce the requirement of minimum number of houses in one project on the request of State Government.
  • Allotment of houses to identified eligible beneficiaries in AHP projects should be made following a transparent procedure as approved by SLSMC and beneficiaries selected should be part of HFAPoA. Preference in allotment may be given to physically handicapped persons, senior citizens, Scheduled Castes, Scheduled Tribes, Other Backward Classes, minority, single women, transgender and other weaker and vulnerable sections of the society. While making the allotment, the families with person with disability and senior citizens may be allotted house preferably on the ground floor or lower floors.
  • Detailed Project Report of such projects prepared by concerned implementing agencies should be approved by SLSMC.

Beneficiary-Led Individual House Construction (BLC):

This is assistance to individual eligible families belonging to EWS categories to construct new houses on their own. This Component is to cover the beneficiaries who are not able to take advantage of any other component of the mission.

Under this component of Pradhan Mantri Awas Yojana (Urban):
  • Cost of each Dwelling Unit (DU) is 3.621 Lakh
  • Central Share is Rs. 1.5 lakh per house
  • State Share is Rs. 0.75 lakh per house
  • Beneficiary Share is 1.371 Lakh per house

Mandatory Eligibility Criteria:
  • Should be a citizen of that ULB since 17 June 2015.
  • Should have Voter Id Card.
  • Should have Aadhaar Card.
  • Should own Land in that ULB.
  • Annual Income upto Rs. 3.0 Lakh.
  • Should not have taken benefit of other components under PMAY-U.

Validation of BLC houses construction stages through Geotagging:

Concept

Geotagging is a process of assigning a “geo-tag” or adding some “Geographical Information” in various “media” forms such as a digital photograph, video or even in a SMS. Geotagging has already proved to be a powerful tool in monitoring of housing project.

Purpose

  1. The key objective of Geotagging is to track progress of construction of individual houses through geotagged photographs, under the Beneficiary led individual house construction component of the mission.

LIGHT HOUSE PROJECT

LHPs are model housing projects with houses built with shortlisted alternate technology suitable to the geo-climatic and hazard conditions of the region. This will demonstrate and deliver ready to live houses with speed, economy and with better quality of construction in a sustainable manner.

The period of construction is maximum 12 months from the date of handing over of sites to the construction agency after all statutory approvals. Approvals will be accorded through a fast track process by the concerned State Government.

These LHPs shall serve as LIVE Laboratories for different aspects of Transfer of technologies to field application, such as planning, design, production of components, construction practices and testing. etc. for both faculty and students, Builders, Professionals of Private and Public sectors and other stakeholders involved in such construction.

Six Technology providers have been selected through rigorous online bidding process for construction of Light House Projects (LHPs) at six different locations in six states.

LIGHT HOUSE PROJECT - RANCHI, JHARKHAND

TECHNOLOGY: Precast Concrete Construction System – 3D Volumetric

An already established System for building construction in Europe, Singapore, Japan & Australia, this 3D Volumetric concrete construction is the modern method of building by which solid precast concrete structural modules like room, toilet, kitchen, bathroom, stairs etc. & any combination of these are cast monolithically in Plant or Casting yard in a controlled condition. These Modules are transported, erected & installed using cranes and push-pull jacks and are integrated together in the form of complete building unit. Subject to the hoisting capacity, building of any height can be constructed using the technology.

Construction

Sequential construction in the project here begins with keeping the designed foundation of the building ready, while manufacturing of precast concrete structural modules are taking place at the factory. Factory finished building units/modules are then installed at the site with the help of tower cranes. Gable end walls are positioned to terminate the sides of building. Pre stressed slabs are then installed as flooring elements. Rebar mesh is finally placed for structural screed thereby connecting all the elements together. Consecutive floors are built in similar manner to complete the structure.

Special Features

  • About 90% of the building work including finishing is complete in plant/casting yard leading to significant reduction in construction & occupancy time.
  • The controlled factory environment brings resource optimization, improved quality, precision & finish.
  • The required concrete can be designed using industrial by-products such as Fly Ash, Ground granulated blast furnace slag (GGBS), Micro silica etc. resulting in improved workability & durability, while also conserving natural resources. In this project Ground granulated blast furnace slag & silica fume is being used in concrete
  • With smooth surface it eliminates use of plaster.
  • The monolithic casting of walls & floor of a building module reduces the chances of leakage.
  • The system has minimal material wastage (saving in material cost), helps in keeping neat & clean construction site and dust free environment.
  • Use of Optimum quantity of water through recycling.
  • Use of shuttering & scaffolding materials is minimal.
  • All weather construction & better site organization.
